Wear & Carry + Your HQL.
One Weekend.
A 16-hour Maryland Wear & Carry course taught by a Maryland State Police Qualified Handgun Instructor. Classroom instruction, live-fire qualification, and on-site fingerprinting — everything the state requires, finished in two days.
Two credentials, one weekend
You do not need to own a firearm, and you do not need prior training.
Maryland Wear & Carry Permit
The full 16-hour curriculum required by the Maryland State Police for a new Wear & Carry permit application, including the live-fire qualification and a signed MSP 29-14 score sheet.
Handgun Qualification License
If you do not already hold an HQL, you can obtain it through this class. Live-scan fingerprinting is done on site — no separate appointment, no second trip.
Everything the state requires
Taught the way it should be taught — not read off a slide.
- Maryland firearm law — what you may carry, where, and when
- Safe handling and storage at home and in the vehicle
- Handgun mechanics — how the machine actually works
- Shooting fundamentals — grip, stance, sights, trigger
- Situational awareness and avoiding the fight entirely
- Legal use of force and the decisions that follow it
- Live-fire qualification — 25 rounds, 70% to pass
- MSP 29-14 score sheet, signed and ready to submit
Your two days
Classroom
Eight hours on Maryland law, safety and storage, handgun mechanics, and the foundations of marksmanship. Fingerprinting is handled on site.
Classroom + Live Range
Remaining instruction, then to the range for your qualification. Renewal students attend this day only.
What’s included
Bring yourself. Tuition covers the rest.
- Firearm for the course and qualification
- Ammunition for all live fire
- Eye and ear protection
- Qualification targets
- Live-scan fingerprinting, on site
- Signed MSP 29-14 score sheet
Your instructor
QUALIFIED
INSTRUCTOR
Dr. Herbie Mendelson
Maryland State Police Qualified Handgun Instructor and USCCA-certified instructor. A practicing dentist who also teaches at dental school, he brings a clinician’s approach to firearms training — evidence first, mechanics explained, nothing taken on faith.
He hosts the DoctorTactical YouTube channel, where the same standard applies: if it cannot be demonstrated, it does not get taught.
Who should attend
- New applicants pursuing a Maryland Wear & Carry permit for the first time
- Renewing permit holders who need the qualification only
- First-time gun owners who want to start correctly rather than undo bad habits later
- Experienced shooters who have never had the legal side explained properly

Two steps, about a minute each. Please do them in order.
Tell me who is coming
Maryland requires your legal name and date of birth for the permit paperwork and the on-site fingerprinting, so this comes first. Firearms, ammunition, and eye and ear protection are all supplied — there is nothing for you to bring.
